Who the FCSA are

The Freelancer and Contractor Services Association (FCSA) is a not-for-profit organisation for the UK contractor and umbrella sector. Alongside its accreditation scheme, it provides tools that help recruitment agencies and end clients check the providers in their labour supply chains.

What veriPAYE does

  • Every pay run checked: each payment is checked against payroll integrity rules covering tax, deductions and minimum wage, on every payment cycle rather than occasional samples.
  • A clear status: agencies and end clients see a simple Verified or Flagged status for the provider.
  • Every engagement type: umbrella, CIS and PEO payments are all covered.
  • Worker privacy: third parties never see workers' personal pay data.
  • Free for agencies: FCSA makes veriPAYE verification free of charge for recruitment agencies.

What the FCSA Diligence Hub does

Diligence Hub is the FCSA's secure online platform for sharing due diligence. Instead of chasing questionnaires and documents from every provider, agencies view a verified, up-to-date due diligence record in one place. Linked with veriPAYE, one verified record supports compliance checks and live payroll verification.

Why it matters under joint and several liability (JSL)

Since 6 April 2026, HMRC can recover unpaid PAYE and National Insurance from the recruitment agency that contracts with the end client, or from the end client where there is no agency, if an umbrella company fails to account for it. Choosing a compliant provider, and being able to show the checks you have made, is now essential.

Early warning

Verification on every pay run means a problem is flagged straight away, not months later by HMRC.

An evidence trail

Verification statuses and Diligence Hub records give you dated proof of your ongoing due diligence.

Layered assurance

Professional Passport accreditation plus FCSA payslip verification gives you more than one independent check.

No cost to you

Verification through Diligence Hub will be free of charge for agencies and end clients.

Verification reduces risk; it does not transfer it. No tool or accreditation removes an agency's or end client's legal liability under the April 2026 rules. It gives you independent evidence that payroll is being run correctly.
